Does the mobile Internet on Megaphone really work for only 248 rubles. per month?

Faced with the fact that the Internet in my phone works only when the Mobile Internet service is connected with a subscription fee of 248 rubles. per month. The free GPRS-WAP service does not allow you to surf the Internet through a browser. All this can be viewed through the Service Guide . I tried with different settings - both with the Megafon Internet access point and Megafon Wap, the situation is the same. Subjectively, this state of affairs appeared after the loud announcement of balancing the price of WAP and GPRS traffic .
I ask the community to help - either I can’t set up something, or this state of affairs is normal.

I noticed that they cut encrypted tcp connections, so I could not access one https resource, the encrypted vpn tunnel was also cut using the tcp protocol.
they also have a strange dns server, it often doesn’t work at all (it’s silent on some specific requests), then instead of a real ip it slips ip from xmao.megafon.ru/
solved both problems with an encrypted vpn tunnel using the udp protocol and replacing the dns server address with a more adequate, even though it is a crutch

Only a month ago I connected unlimited Internet on a megaphone (for 220r / month, speed limit after 1.5GB, Moscow).
Before that, the per-megabyte Internet GRPS / Edge / 3G (iPhone) worked fine.
After connecting the unlimited network, I noticed that the speed has grown a lot (up to half a megabit).
