Does a photo retain its metadata when you send it through various messengers or download it from websites?

Usually , yes , they disappear, because it is reasonable, especially in the light of any GDPR, and in my experience it is, but only the corresponding messenger or website can give an accurate guarantee. You can't say for everyone at once.
Purely theoretically, if you send photos with metadata to the Internet, then they can both remain and pop up somewhere, or get lost. In this sense, the question cannot be answered unambiguously.
Go to any service that allows you to read EXIF from the uploaded photo and check.
