Does the "Donate" button make the app commercial?

Let's say the application uses any third-party content that prohibits commercial use. Does the ability to send money to the author using the "Donate" button makes this application commercial in the definition of CC BY-NC 4.0 ?

Donate is made on a voluntary basis and is not a monetization.

As far as I know, in Google Play (I don't know about the App Store) it is forbidden to make applications with this kind of buttons, like donations. Maybe I'm a little wrong, of course, you can see more details Here (license agreement) and here (recommendations for compliance with the rules).
