Does the cellular Internet (all sorts of 3g \ 4g) have protection against packet loss at the link level?

Or in other words, is there an llc protocol for 3g / 4g networks?

The LLC link layer protocol and the LTE physical layer protocol are slightly different things.
The channel layer has its own atmosphere with its own error correction.
In short, yes, there is. It's called LLC.

in Russia in recent years, providers have been actively interfering with user traffic, i.e. not only a crooked homemade DPI, but also spam through html substitution (javascript insertion), so I won’t be surprised that all the cool technologies at the data link layer and above will be broken at the very last step.
