Does regular copying affect the usb-hdd state?

Periodically I copy all the data in its entirety (about 400 GB), overwriting the data already on the disk. This is done once every couple of months, during the rest of the time the USB-HDD is not used.
Also, sometimes you have to delete some folders from the disk and upload them again (i.e. the structure has changed or something else and you don’t want to duplicate or interfere with anything).
Question: does this operation affect the state of the disk or nothing will happen to it, because. what I do is not something serious and you can safely do it.
Question 2: Does periodic full formatting affect the disk? (a simple tool from the OS).

1. Affects no more than writing the same amount of data for a longer time.
2. Full formatting is an act of violence against the disk, necessary to satisfy the paranoia due to the life of the disk, because with a full format, data is deleted block by block, which increases wear.
