Does Opera zoom with initial-scale=1.0?

Is there a way to disable zoom on mobile Opera? The meta tag below I saw on the toaster doesn't help.

In the title you mentioned "initial-scale=1.0".
But the ban on scaling the page with fingers affects another parameter "user-scalable=no".
And in the Opera mobile browser, it really does not work (at the same time, it works correctly in Chrome - it prohibits scaling with your fingers).
Perhaps some comforting fact is that everyone is shouting about the need to think twice before forbidding users to zoom (including the Opera developers themselves )
