Does MTS block 500 and 4500 ports?

I installed a VPN on my server using the notorious github script: https://github.com/hwdsl2/setup-ipsec-vpn. Everything works, connects, but only on the home Internet. On the mobile Internet does not want.

Well, I called MTS, the support guy told me that I had an error somewhere, because they have primitive settings and everything should work. I did not dig, I decided to ask knowledgeable people.

When I worked in another office, I somehow figured it out. It was almost 10 years ago, really. At that time, MTS blocked everything in a row, it seems, if you do not have a static white IP service connected. But with him - nifiga did not block. At the same time, the support sculpted some kind of childish excuses that such phones with dynamic IP overload their equipment for access to the tyrnet.
True, they say that the permanent IP service is available only to legal entities. Didn't check.
