Does Linux know how to shut down on low battery without harming the system?

Recently I forgot to put the laptop on charge (it costs Debian Stretch) and after a while it turned off by itself from the complete discharge of the battery. A browser and several other programs were opened.

Q:

Does Linux somehow close itself programs (and shut down the OS) "correctly" before shutting down completely? Is there any danger to the system in such a shutdown scenario?

The kernel itself does not do this. But there is a userspace that does. How exactly does it - how you set it up.
