Does it make sense to put 301 redirects on the URLs of long-deleted pages?

The site is 5 years old. For 4 years, separate pages about the event were created. After the end of the event, the page with the announcement was deleted and a new one was convened with an overview of the already held event. Moreover, each event was repeated a year later and every time and all in a circle with the creation and deletion of pages. On average, each page was visited 3-5 thousand times.
Now I created a page on which both announcements and results.
The issue is that many old pages with results have external links of 2-3. But physically they are not. Not in search. Webmaster and google show url as 404.
Is it worth doing 301 on url with 404 and ask PS to index old urls?

If the events are held every year, then why didn't they use this option - just change the headings and the date / year number in the heading? In this case, the page would accumulate trust year after year and would perfectly attract traffic when updating the text/date/year.
The practice described above is successfully used not only for annual events, but also for informational articles.
