Does it make sense to dedupe and compress at the same time?

I’m trying to use FreeNAS, there is a lot of data, somewhere there are a lot of duplicate files, and somewhere there are a lot of uncompressed documents, this data is periodically separated and could be stored in different datasets, but somewhere they are mixed.
I tried to create a storage with deduplication and compression together, copied a file server into it - nothing happened, the compression and deduplication ratios turned out to be less than 1.1. Why deduplication did not work on this storage, in principle, is clear - there are very different data, but why did compression not work? And in general, in what order they are activated, because. similar files, being compressed, can hardly get into deduplication, and is it reasonable to try to compress deduplicated blocks? Am I forced to separate compressible and deduplicated storage?
