Does it make sense to create a separate account for Android app development?
Does it make sense to create a separate Google account for which a developer account is created?
What are the risks of using a primary Google account? Can it be blocked if there are complaints on Google Play?

Google is weird. So it is better to create a separate account for each application.
But this is my personal IMHO.
And so imagine a ban on your main account, it will turn out extremely unpleasant
Look at the types of possible accounts for one account.
You yourself can control the publication of the application after testing.
Also, all rights + additional are painted there. settings.
WHERE is processed BEFORE tuples are formed, so concat_url is simply not defined at that moment.
There are two options:
a) use HAVING instead of WHERE
b) write the expression itself in the request instead of concat_url WHERE CONCAT(c.id,'-',c.url) = ...
The resulting query will not use any indexes.
Correct - add UNIQUE KEY (id, url) and searchWHERE id = ... AND url = ...
