Does it make sense to create a new freelance exchange?

Hello. I wondered if it makes sense to create a new freelance exchange in Runet, which is somewhat different in concept from those that exist today.
We all know that the main problem of Runet freelance exchanges is inadequate customers and amateur performers.
We will not go into details of the implementation, but do you think that a site where customers will be 90% sure that they will not fall for an unreliable contractor, and contractors will also be sure that the exchange is dominated by competent customers, will be successful?
It would be interesting to hear your thoughts on this.

Well ... theoretically, as it were, yes, subject to the sounded condition, it will. But will it really be fulfilled, or will life make its own adjustments? The question is rhetorical.
