Does Hetzner refund part of the VPS rental fee?

I saw somewhere that this hoster returns part of the amount for renting a VPS. Is it so?

Of course not, why would they do that?
At the beginning of the lease, you must write that you are not a resident of the European Union and you will be deducted wat (tax) from the rental price.
