Does Google Play ban apps with other people's data?

If I get text data from the database of another application and use it in my application, how quickly will I get a ban? Should the owner of the application be able to notice this and roll out the application? How will he prove that the data is his? How strict is this on Google Play?
The same question about photos: if I pull images from Google search results and insert them for myself, what will it be? I often see apps using copyrighted material and not doing anything with it for years. Should copyright be taken seriously, or is it okay?

And how are you going to get data from the database of someone else's application? If someone else's application has open endpoints for this (content providers, for example), then somehow you can, and you should not be reproached for this. But if they are not there, then you simply will not receive the data in any way.
To the copyright - I think it should. Google, I think, doesn't care, but if the owner complains, they can ban it.
