Does Google consider the site's SSL certificate in search results?

Somewhere it was written that Google will take into account the presence of SSL certificates for sites, and those who have it will be raised in the search results? Is it so?
and can an SSL certificate for a website be purchased by an individual, or only a legal entity?

I installed free let's encrypt and my site rose from 7th to 3rd place in the search results. The competition isn't really that great. And anyone can get SSL for free, use let's encrypt.

Google is the first to promote advanced encryption technologies and chrome is the first to start screaming when using outdated protocols. So I think it takes into account and even ranks by which CA the certificate is issued.
A certificate can be obtained by both a physicist and a lawyer, but a physicist can only receive the simplest certificate with simplified verification. It certainly is inexpensive, but there will be no EVs and green stripes.
