Interested in whether plugins in Figma are copyrighted or can they be downloaded and used for commercial purposes?

1. Copyright applies because they have an author.
2. You can use it for commercial purposes if the license for a specific plug-in allows it. Usually everywhere you can.
For example: Isometric is distributed under the MIT license - this means that you can even freely change it for yourself and not share the changes with anyone.
