I try locally, write to the registry, import adm
Everything is ignored except for the UserDataDir registry parameter

No, not only.
Just yesterday, a friend of mine blocked the installation of add-ons (he was sick of YouTube HD being installed from nowhere with a cloud of banners), by importing adm into gpedit.
