Does Amazon Route 53 go to the free tier?

In other words, is it possible to attach your domain using a free Amazon account?
Or can it be done, as far as I understand, not through Amazon Route 53?

in your DNS, write down the IP of the EC2 instance - and that's it.
the only thing is to fix the IP, otherwise it will change with each reboot. Static is free as long as you use IP.
