Can Amazon check the balance without being charged?

Created 10 servers on Amazon. A little later they wrote that there were problems with a credit card. (a little later on the same day).
But there were no write-offs. And nothing in the Payment History section either.
Can they check the balance of the card without any debits, like an ATM?
(there is not enough money on the card)

It seems that they check the validity of the card by writing off a dollar or two, which they then return. Such a test is not displayed in the Payment History.
They don't know how to balance, as far as I know.
