Does a startup need to know programming languages?

Good day. I read somewhere that a startup does not need knowledge of PL. I myself have ideas for some sites (from which I can start), I use Photoshop quite well, if I wish, I can master web design. So, will it be problematic to find enthusiasts who will help me create these sites? Or is it better to learn html, css, php and so on and write at least one good project on your own and only then look for a team. What do you think?

Qzaur In my opinion, highly desirable! But to know not professionally, but a sufficient minimum to be able to estimate at least approximately how much this or that task will take in time? For example "Install Python on windows". I can tell you that this task is not really difficult and will take about 3 days, I will do it myself in 5 minutes, and I will spend the rest of the time on myself. How do you know that this task really takes less than 3 days?
Options:
1. Own experience
2. Experience of team members
From experience I will say that there are different teams. There are all participants in the project more or less understand, but there is specialization. And there is strictly specialization, when one participant agrees with another about what he needs for further work. So, if you have a team of the second type, then it will not always work to rely on the opinion of the team members.
Anyway. And the risks are significantly reduced if you are smarter! ;)

If there is money, then there are enough ideas. The performers will do the rest.

No. You can always hire a person with the right competence.
The problem is to find this person and pay for his services.
