Does a lot of pages with non-unique content affect promotion?

The question is the following. There is a website with about 1300 pages. From the bottom there are about 700 pages on which the data of organizations, that is, the name, address, telephone, fax. This data is not unique, of course. Since there are already many sites with this data. On the day about 20-30 comes from the search engine to these pages. But there is practically no traffic on other unique pages. Should these 700 pages be closed from indexing? Since there are suspicions that they have a strong influence, since the average uniqueness of the page as a whole is about 50%.

I don’t think that this is the case,
I think that first you need to decide what kind of traffic you want to bring,
build a core for it,
optimize the pages on the site
and look at the dynamics
