Does a 404 redirect save you from phishing?

Hello.

Bad people spawned links like

наш-сайт.ru/bitrix/redirect.php?goto=https://не-хороший-сайт.ru

In the settings of 1s-Bitrix "Protection of redirects from phishing" I set "Redirect to the specified URL: /404.php".

Technically, it turned out that when clicking on such links, a redirect to 404
HTTP headers is triggered:
HTTP/1.1 301 Moved Permanently
HTTP/1.1 302 Found
HTTP/1.1 404 Not Found

Our SEO specialists say that this will not work, it is necessary that it would be immediately repaid 404

As experience shows, SEO specialists are not always right, but there is no 100% trust in Bitrix either.

Who is right here? Seoshniki who immediately require 404 or Bitrix who implemented protection against phishing through a redirect?

@IliaMal

The solution will work. Search engines will evaluate the latest HTTP code.
On some sites (though for a different reason) I have been exploiting a similar scheme for many years. There are no problems with Yandex or Google, they work out redirects perfectly, almost instantly, and at the end of the chain they get 404/410.
But it is worth noting that the shorter the chain, the more "kosher" the implementation will look.
