Does a 3.5'' drive work differently on Windows 8.1?

when you turn on, turn off usb devices, the drive starts blinking (FDD 3.5 ''),
why can this be?
in XP like it is not observed.

Disable all floppy options in BIOS - if you installed Win8.1 on this computer, then it is obvious that you do not need it there. Personally, I always disable floppy, and not only in BIOS, but also in hardware, with the removal of it.
