Docker. nginx. How to run container with conditions?

Please explain how to run an nginx container in the background with the following requirements:
- The web server is available on port 8081
- The nginx configuration file is mapped - The
nginx directory containing the site files is mapped to the /tmp/nginx-test host directory
- Container name is nginx -test
- The time inside the container is synchronized with the time of the host machine
