Do you need development experience for a software tester?

Hello. Out of the corner of my ear I heard that to work as a software tester, you need experience in developing this very software. Is it so? :)

There are a lot of hand testers. They cost a penny or free
QA special - programs as much as a programmer. Often understands issues - better than programmers
For trainees - it is better to be able to program than not to be able to
If there is a choice: learn to program or go to work right away - choose a job right away and finish your studies on honor
