Do you need a “google tax” (software development) to work remotely?

I plan to work as an individual entrepreneur remotely for a Ukrainian IT company or a Russian one. Maybe someone has a thread of experience in terms of paying VAT - whether it becomes necessary as a provider of electronic services. Is software development and customization an e-service in these countries?

In Russia, the completion and development of software is not subject to VAT, you pay only the standard tax as an individual entrepreneur (6% of income or 15% income-expenses if you applied for a transition to simplified taxation).
