Therefore, the question is somewhat broader than in the title. Do I understand correctly that a UX designer deals, to put it simply, with the general structure of the user interface and develops it schematically, that is, if it’s very rough, he can draw a general picture with a pencil on a piece of paper, writing where which design element will be located, and then does the UI designer paint the whole thing? This is where the title question comes from.

Difference between UI and UX: UI is interface, UX is experience. That is, when a person visits a site/application for the first time, they intuitively already know how to use it.
Prototyping the interface is more the task of the engineers of the niche in which the site / application itself is required. I'm not sure that designer skills are needed as a fundamental factor.
