1. It all depends on the type of application: you need to look for a suitable "engine" for the future application on specialized resources.
2. You need: a lawyer, a marketer and a person who understands the architecture and quality of the code (the one who will check the work of another performer).
Where performers are usually searched for
(I would not advise looking here specifically to create an application with a good idea): chose the performer knowing!).
2. The studio is 10+ applications and a contract, the quality is average (streaming), the payment is much higher than freelancing.

First of all, you should be ready to pay well for good service. And sometimes you see that people for 10k₽ are asked to make a mobile application. And so freelancing or some kind of it studio in your city

The idea is worth nothing, take it as the original. A well-developed business plan that implements an idea is worth something. With market analysis and monetization scheme. It is worth starting with this.
When you have decided on the first step, the question of investment arises, you need to somehow solve it too. Consider venture capital investment is very unlikely. In case of failure (most likely), the money will have to be given from your own pocket.
When the issue of funding is resolved, start searching for performers to suit your needs. In fact, you don’t have a big choice: freelance / outsourcing, or staff. What exactly suits you best depends very much on the process and the project itself.

1. We are not representative. What you think is a great idea does not mean that others need it. You need to confirm your hypothesis. Go to the fields and chat with potential users. But just remember that you need to ask about the problem and how they solved it before you. It would not be desirable, but you can tell about your decision only at the end of the interview. It is advisable to do a pre-sale.
And what to ask and how - read the book "Ask Mom" by Robert Fitzpatrick.
2. If the "topic" doesn't work, then make a pivot based on the data received and everything is new. Most importantly, your product should be based on solving the pain of potential users.
3. When the hypothesis is confirmed, then do the MVP. At this stage, you can look for a partner. MVP should be built on the knee, preferably for free or with minimal investment.
4. Go back into the field with your MVP in an attempt to make the first sale.
5. If everything is successful, then you can look for investments. At this stage, you can only rely on business angels. The team must have at least 2 people with different competencies. Otherwise, investors do not enter (big risks).

If there is money, then freelancing, if there is no money, then you have to be very persuasive.
