Any foreign traffic (including akamai, twitter) that goes through this wonderful highway from 10 o'clock Moscow time looks something like this.

8. xe731-226.RT.M9P.MSK.RU.retn.net 0.0% 50 2.5 2.3 1.6 16.2 2.2
9. xe001-5.RT.CRS.SJC.US.retn.net 62.0% 50 362.4 365.0 360.1 378.0 4.6
10. ???

Is the problem global or some kind of point and does it make sense to write in NOC?
These same points work through any other highway.
