Do the following factors affect SEO?

Good afternoon, dear colleagues!
One of the customers has his own SEO specialist who demands to make the following changes to the site, which, in his opinion, will have a positive impact on the position of the site (in fairness, there are absolutely reasonable ones in the list of edits, however, in any case, they would be corrected gradually as part of the maintenance website and discussing them with the customer in advance is simply pointless for a number of reasons). Naturally, now the customer trusts a third-party specialist more in any matters, and he considers us almost scammers.
I ask the community to comment on the initiatives of a third-party specialist that, in my opinion, are the most dubious. The customer no longer trusts my words:
1. On all pages, write the name of the site in the h1 tag and make it hidden through visibility:hidden.
2. h2 tags. Leave only one on the page, replace the rest with h3.
3. Remove verification meta tags in webmasters' offices of search engines, replace them with files.
4. Remove text-decoration:underline from links, because "It's bad for SEO."
5. The css validator finds errors in the bootstrap styles, so they need to be corrected.
6. You need to install a Trustwave Easy Trust certificate, and Comodo is not desirable. Here I don’t know what is the fundamental difference between certificates?
I have big doubts about the quality of such edits and, accordingly, as a specialist, it’s just very disappointing when your opinion is put obviously lower than someone else’s, whose competence, at least for me, is very doubtful. Or am I wrong, he says everything correctly, and on the contrary, I need to learn from this person? Thanks in advance for your answers and opinions.

1. it's hard to say, it can have a positive effect, but temporarily. in general, hiding anything in h1 and similar SEO tags can lead to fatal results.
2. here according to the circumstances, everything depends on the content.
3. here too, the usefulness is debatable, but I would do it with a file, maybe so that users don’t see it, or maybe search engines ...
4. according to the links like this: maybe the SEO is going to insert links in inappropriate places for a person, in this case seo -links should visually be as close to the text as possible and "not stand out" from the overall picture. Rather, it is more for the perception of people than it affects SEO in any way.
5. Bootstrap itself fixes such errors, I don’t think it’s necessary to run ahead of the locomotive, periodically update the versions. time flows, everything changes, what used to be correct, tomorrow it will issue a warning.
6. According to certificates, the following statement is true: the more expensive the certificate, the better it is. True, there is a small correction for resellers. Some certificates can be bought for different money from different resellers - here you have to look.
