Do static URLs have an advantage over dynamic ones in SEO?

I decided to hire a company to promote my online store, but the recommendations (on internal optimization) that they give, to put it mildly, seem useless.
For example, they strongly recommend using static urls, which for me is sometimes very time consuming. In the place site.com/zhenskiye-bryuki/filter?tsvet=belyy&razmer=46 they suggest site.com/zhenskiye-bryuki/filter/belyy/razmer-46 perception of the page address by both the user and the robot - https://support.google.com/webmasters/answer/76329...
In addition, we also promote the site in Yandex, which does not index dynamic URLs. And the share of traffic from this search engine usually exceeds the traffic from Google by 2-3 times, this also applies to the subject of the client as well. We have successful cases of promoting online clothing stores and we can say this with all confidence.
Another argument for static URLs is that we need to optimize each page in order to attract traffic - to prescribe headings, content, CNC, which is fully possible only on static URLs.
Tell me, do static URLs have advantages over dynamic ones? (I think this problem was solved 10 years ago).

Yes actually in a fig. Be guided by the fact that search engines recommend making a site for the user, and not for the robot. The user needs content and many do not even know what an address bar is. Yandex browser went even further, writing a title in the address bar.
