look at the sites yandex.ru, kremlin.ru, gosuslugi.ru - they do not have pop-up windows about cookies. Somewhere in the wilds of the Legal Information section, something may be mentioned.

Hello. If the site has social media plug-ins, then third-party cookies are being used, so it is necessary to ask the visitor's permission, and the visitor should also be given the opportunity to agree or refuse. Thus, in accordance with the legislation of the European Union, visitors from EU countries should be provided with information about the cookies used on the site. Almost any information that the user indicates on the site when registering or filling out a form falls under the Federal Law No. 152 (Russia).
In addition to the information that the user himself indicates on the site, Roskomnadzor began to include data on the user's behavior on the site, cookies, information about his geolocation and IP address as personal data.
The issue of the use of cookies should be provided for in the Privacy Policy of the site. According to the current Russian legislation, the privacy policy must be published, there is no need to explicitly warn about their use.
Also, there is no special form of notification. It can be text on the site, or maybe a pop-up window.
