Do not emit SFP, what could be the problem?

Colleagues, faced such a problem
. There is a 4x10G X710-DA4 board, in which 4 SFP FIBO 850 nm are inserted. In this case, SFPs are determined and there are levels on the RX.
But the problem is that for some reason they don’t work for SFP transmission, and therefore, the line is not physically understood.
But at the same time, if you put SFP modules into the 2x10G Intel 82599ES board, the links go up.
Replacing the board did not help, the PCIe Riser Card was also checked.
Nobody faced this? Maybe it's some kind of problem with firewood?

Is it okay that DA means Direct Attached and means working with copper Twin Axial Cabling, and you shove optical SFPs into it?
