Letters are constantly saved to draft, when answering an incoming letter, logically, it should be deleted, but not deleted, even after sending, this user is sitting on different machines, but the situation is the same. Exchange 2010 server. Many self-defense techniques applied, but did not help. Disabling the rules didn't help. If you try to enter the web client (OWA), delete all letters from the draft there, and also look at the settings for incoming mail rules there
Faced a similar problem. Outlook 2016 + Yandex mail. For one user, the letter remains in drafts after sending. After switching to Outlook, the problem may disappear, but then it repeats
