Do monitors and nettops of Russian production exist?

Are there any models that are assembled in Russia, so to speak, buy from a Russian manufacturer to support Russia.
It's not what I need, it's what I need. Personally, I would never buy myself RUS.

Almost all Samsung TVs are assembled in Russia in the Kaluga region (not only for the Russian market).
Some of them also produce monitors there.

You have already been answered, so it all depends on what you consider Russian production.
The country does not have technologies capable of covering a significant part of the production process of high-tech goods, and thanks to China, there are no adequate economic incentives to change this, except through protective customs duties (even if an ideal manager appears with 100% support of the current criminals in power, years by 10-20, you will have to rot all your consumers with a multiple increase in prices for all imported equipment just to catch up to the level of 2010.
The fact that there are assembly shops here does not mean that the goods are imported, but that there is only a bureaucratic loophole to rob the budget. The main point of import substitution is the absence of external dependence in production, as you understand, this is not the case here, the whole world has switched to a global production model, and only China and the United States can in some places do something completely independently (and even China, since there is too much intellectual property is tied on the side, but they have a well-functioning production and bureaucracy, but this does not mean that if they quarrel to death with the whole world, they will be able to easily survive it, but yes, they have more chances for this)
