Do inactive contracts lower JSS?

Somewhere I kind of read that inactive contracts reduce JSS.
I have an hourly contract. It's been almost a month now that the client hasn't offered any new tasks. But then they will..
What to do? Turn on the tracker for one second? :) Or is it a tale? Because it's really idiotic...

I have had such a contract for 10 months already. Sometimes there is a lull, sometimes we work. I have Top Rated , JSS 95%. All OK.
