Do image enhancement technologies work in modern TVs when receiving a signal from external sources?

It is known that modern TV-panels use the so-called. dynamic scene enhancement technologies - MCI, CMR, AMR, Motionflow XR, CMI, PMR and many more scary words. These technologies are engaged in, incl. adding intermediate frames to the image, and sometimes not even the same, but interpolated. Question: Do these technologies work when displaying images from external sources? Effects are also added to external sources. Naturally, the TV does not know about the next frames, and in order to achieve the desired effect, a time delay is simply added.
That is, while the android broadcasts frame number 63, the TV displays frame 62 and interpolated 62.5.
