Do I need to mark up keys in the text with semantic tags? (In particular strong)
Or will it only get worse from this? (For example, I selected 3-4 keys for 1000 characters)

Need. Closer to the "top of the document" (according to DOM), but I can't tell you by the number of occurrences... Here, no one can say for sure. But it seems to me that for 1000 characters. / 4 keys is probably too much.
I would do 1-2 max.
