Sometimes it makes sense to install ESXi on a virtual machine - as an example, to run an appliance in the form of a VMware VM when there is not a single available server with ESXi in the vicinity, but there is a hypervisor of another system with sufficient access to enable nested virtualization for VM with ESXi. It also sometimes makes sense to deploy hypervisors on a VM for educational purposes, say, to learn how to manage a distributed virtual switch or just an ESXi cluster in an environment that is not afraid to lose. In the case of production, it usually makes no sense, to the point that if you want to run a VM on a vmvari, put a host or cluster in the ESXi requirements.
