Do I need to have a server to make this game?

I want to make a game like this, but does it need a server or can it be done somehow with a local one.

Yes, because such games are driven by the meta game, which in its most primitive form has leaderboards and seasons. If you can’t measure who’s barrel is longer, then there’s no point in playing. And this data needs to be stored somewhere, plus you need an admin panel for a game master / marketer / analyst / admin and some kind of statistics collection in order to systematically reanimate a dying community in a timely manner. In principle, such a server can be assembled on any web hosting, enough for a soft launch.
If you don’t make a business out of the game, but just go out for a portfolio / with friends, then just one plate in the database is enough, in which all clients will connect directly.
You can also use a local server / database, but then the game is played over a local network. You can install some Termux, or through Userland / Linux deploy, Anlinux deploy linux under ARM, raise the server from the database directly on your smartphone.
And if without a server, then there should be a different approach, the game should draw on mini-games, which can be self-sufficient in themselves.

No, it's not necessary at all. In the same place, you only open cases on your phone, you can’t withdraw them! So the server is not needed, inside the game all the pictures, etc. will be and not on the server.
The whole random on the phone generates and that's it
