Do I need to hand over electrical work to Rostekhnazor?

Our organization is engaged in the installation of power supply (electricity, lighting, etc.) at the moment, one of our clients (private client, property premises) has a need for a complete re-equipment of the power supply of a warehouse of 3000 square meters, we have not yet encountered such volumes.
The question is, is it necessary to hand over this system to Rostekhnadzor and call a testing laboratory for testing?
If so, on what basis? And where exactly?

I understand that this question is over 3 years old. But since it is still shown, I will try to answer. There is a limitation that affects the need to show the electrical installation in the PTN. Now, in 2017, RTN must show electrical installations with a capacity of 100 kW or more or with a power supply category of at least 2nd. I hope I don't confuse. I saw the requirements of grid companies to show new electrical installations in RTN with power below 100 watts and category below 3rd. Why they asked so much, I don't know. By the way. you can call the local branch of RTN, ask a stupid question on the phone.
