Do I need to fill in "Local Tax ID" in AdMob?

I live in Russia, while I use the old version of admob, payments are set up for Paypal. It seems that the minimum payout is $20, but the earnings went over $20 already about 2 months ago, but there is no payment yet. There are no payments in "Account -> Account Summary" either.
1) Do I need to fill in "Local Tax ID" to receive payment?
2) In "Payment Details" "PayPal Log-In" = email. What is the email address for your Paypal account?

The minimum wage seemed to be $ 80-100 if I'm not mistaken.
Local Tax ID is needed only for Americans.
You can also switch to the new version and receive transfers to banks.
