Do I need to configure the site before transferring to hosting?

Now the site is on a local server. I understand that it still needs to be finished for a long time. But is it worth setting something up for other users? Can you do it for people right now? Put social plugins, comments, likes, votes, reposts in social networks. networks, social media protection, etc. Or can it be done as soon as I transfer the site to the hosting?
Another question, when I transfer the site to hosting, will it be possible to temporarily remove it from the search engine database so that they cannot find it? Suddenly something will have to be added.

Try adding the future domain name to C:\Windows\system32\drivers\etc\hosts, pointing it to the address where the revision is currently taking place (apparently, 127.0.0.1?), so that you can immediately enter Wordpress using this domain even before migrating to hosting.
You can change the domain in Wordpress itself in Settings-> General, and there "Site Address (URL)" and "WordPress Address (URL)".
Place a robots.txt file in the root of your site with the following content:
User-agent: *
Disallow: /

If you do this right away, then the search engines will not even start indexing.
When you are ready, robots.txt can be deleted, but it is better to reconfigure it for those sections of the site that you will need to index. There are many examples on the web for WP.
They show and process data from social networks, and not from your site, so it does not matter when you connect them.
Will show up no matter what domain WordPress is running under, so it doesn't matter when you include them.
If the site will immediately work on the URL of the planned domain, then the reposts sent to the social networks will refer to the correct address in advance.
Akismet? Wordpress initiates the connection to it from itself, so it doesn't matter where it comes from. If only the key to their service was relevant.
