Do I need to ask the customer about frameworks?
Do I need to tell the customer that I will create a site on frameworks (bootstrap for example)? Or if he didn’t say anything about it, then a green light?

If this has not been explicitly discussed, then the choice of framework is yours. The customer cares about the result.
When choosing the main frameworks, if the customer did not say anything, then you need to ask if he has any preferences. If not, then notify which framework / library you are going to use.
This is the only correct behavior.
You were given a task, if you didn’t explicitly indicate what to use (I can’t stand it when they force you to use bootstrap 3), then it’s up to you, the main thing is that everything is standard at the output so that the programmer can pull it without problems.
Bootstrap is popular in freelancing, anyway. They demand even where it would seem that it is absolutely not needed.
