Do I have to pay for SQL Server on a VPS?

A web application is being made on asp.net core mvc, while it is planned to host it on one vps machine. As DB it would be desirable to use MS SQL Server.

Do I need to buy a license for this database or how is licensing for web applications?

I think it's worth trying SQL EXPRESS free of deductions, and when it starts to "reap" - already with money in hand, calculate the budgets for paid versions.

There is another option: if there is no budget, then why bother with MS-SQL at all . What does it have that is fundamentally not in free great solutions. In the early stages of development, switching to a different SQL server is very inexpensive. Reworking a finished project, of course, is no longer cheap.
