What is the correct way to create an Oracle user?

Hello! I am creating a user following the tutorial . At the last 4th step, there is no user value in Object type, there is a user-defined type, but there are no privileges described in the tutorial.

I am using visual studio 2012 and I need to do exactly as in this instruction
