Do file hiding programs work in safe startup mode?

For example, the FAQ page of the free program Easy File Locker states that if you forget your password, you can access your files by booting your PC in safe mode. Do all similar programs behave this way? Does axCrypt work better in this case ?

Hiding is from the system with the help of a driver.
Cryptography is content protection.
