Do all new accounts end up in this so-called Sendbox sandbox, or just the free ones?

Good afternoon. A question. Are all new Amazon SES accounts subject to restrictions in Sendbox, when you can only send emails to addresses that you have confirmed? Or only free, paid can immediately be sent to any email?

We place all new accounts in the Amazon SES sandbox.

Because they were trying to send spam.
