Do a turnkey website design and look for a layout designer, or do only a design layout?

How will it be better: to design the site on a turnkey basis and look for a layout designer, or to do only a design layout, and then the customer independently transfers the work to the layout designer?

"turnkey" is worth doing if you can or already have people for this.
if not, then only the design/layout.
