Do 2 routers have to have an IP from the same subnet?
I want to expand my wi-fi coverage. The main router has an IP of 192.168.1.1. The second IP should be different, this is understandable, but should it be on the same subnet? Those. penultimate digit must be 1? Or can it be changed?

You don't understand what an IP subnet is.
Read up on IP routing. About what a subnet mask is and what value the default gateway plays.
Also, the question is unclear, what are you trying to do? Seamless WiFi?
And yes.
If your subnet is described by the mask 255.255.0.0 then the third octet can be both 2 and 3 and 254 in this subnet.
